MFLF Workgroup - Land Transport Sector

Overview

The Mpumalanga Freight Logistics Forum Workgroup - Land Sector is the biggest and busiest of the three MFLF Workgroup sectors and focusses on

of freight in the province.

On this page we present a summary of the MFLF Objectives with regards to each of the four focus areas within the Land Transport Sector with links to a more in depth discussion.

 

MFLF Land Transport Sector Objectives

 

Cross-Border Transport

  • Promote the increase in commercial cargo clearing operating hours of the Lebombo border post to facilitate cost effective vehicle turn around times that will reduce the landside logistics charges and optimize trade flows to the ports of Maputo and Matola
  • Promote the harmonisation across all departments and between the two countries on matters such as infrastructure rehabilitation, procedures and systems
  • Work together with the relevant government institutions of SA and neighbouring countries to promote and establish a one stop border post to reduce the time of commercial cargo clearing and thus reduce the landside logistics charges for both transit and regional cargo
  • Clarify the role of private investors facilities i.e. Lebombo Border Dry Port on the South African side versus the ONE STOP dry port of Ressano Garcia on the Mozambican side
  • Work together with the government institutions of neighbouring countries towards greater operational efficiencies, though harmonized, simplified operational policies, procedures and documentation to reduce the time of commercial cargo clearing and thus reduce the landside logistics charges

Intermodal Transport

  • To promote an appropriate modal split of cargo between road and rail
  • To develop necessary facilities
  • To create efficient and reliable services
  • To develop efficiencies in transit times and resultant reduction in door to door costs

Rail Transport

  • To promote the political intervention to ensure the implementation of a seamless rail service from Gauteng to Maputo
  • Engage and work together with the rail partners of neighbouring countries, i.e. Spoornet (SA) and CFM (Mozambique) and Swazi Rail (Swaziland)
  • To expedite the rail line stabilisation in order to increase the export volumes through the Maputo harbour
  • To communicate progress on the rail seamless service agreements
  • To communicate progress in operational efficiency improvements
  • To establish a set of realistic operating parameters; agree and monitor them (i.e. train size, quantity of train slots; axle loads and turn around time performance)
  • To confirm current and future cargo volumes
  • To promote the restoration of rail reliability
  • To promote the move of rail friendly cargo currently on road back to rail in an orderly manner
